Deok Man promises to allocate grains of the army and resourcefully wins over the nobles who hoarded the grains. She decides to use the profits to produce agricultural tools. Nobles keeps taxing despite the decrease in production, resulting in an uprising in Angang Fortress. Deok Man arrives at the scene and strikes a deal with the leader of the uprising to give them back the grain and to distribute the tools, and the leader is to lead the people to work in the field. The people however flee away after taking the grain and the tools.Mi Shil tells Deok Man the way to control the hearts of men. Deok Man orders to arrest all the people that fled away and she kills the leader who did not keep his word. (Source: Viu)
