Taira no Kiyomori takes place right before Kamakura Dono no 13 nin. If someone wants to watch them in the order of the historical events then they should watch Taira first and then Kamakura Dona second.
Even the story is different, but both dramas give me same kind of vibe, full of emotion from the beginning to the end. If you love actions, TnK has more action scenes than TRS, fill with samurai fights. Both endings are very nostalgic and deep to our mind.
A similar historical drama set during the same period. While Taira no Kiyomori is told from the perspective of the Taira, Yoshitsune is told from the perspective of the Minamoto.
