During a festival where social norms are suspended, Jimbei, a miller, and his wife Osen live happily, though Osen's beauty attracts many admirers, including the timid local governor. Dominated by his wife, the governor fabricates tales of his military exploits. Wanting Osen for himself, he has Jimbei arrested, but Osen fends him off with a hunting gun and escapes.
