In 1939, shortly after the Sino-Japanese War, the Japanese military in Shanghai offers a bounty to capture a Korean named Park Cheol Ho, who smuggled weapons to the Korean Independence Army, then robbed the command headquarters' vault to steal military funds. Pang captures Park Cheol Ho and collects the bounty. Akasaka seeks out Han Yong Cheol who's hiding Park Cheol Ho's sister, Yeong Ran, in order to find the stolen money. Yong Cheol promises Yeong Ran he would help her meet her brother and return to their country. Using his kung-fu skills, Yong Cheol sets out to fulfil his deadly mission.
