In a world where corruption is rampant and truth is crushed under an emperor indifferent to governance, a low-ranking government official, Soukou, quietly moves the wheels of destiny. His loyal ally, Ro Chishin, travels the country to find like-minded comrades willing to rise up and take up this cause.
