Both MLs are undercover cops who join a drug cartel.
Both FLs' relative die as a result of knowing the truth about the cartel and both MLs know about this.

Both FLs are in another country and meet the mysterious ML who appears to be part of a group of bad guys but saves them. Both MLs are then presumed dead. Years later FL crosses paths with someone who looks exactly like the ML and she believes is him.
