The story begins when a cash transport vehicle loaded with one million dollars in US dollar bills is attacked and goes missing. The Ryukyu Police, fearing that if the yen-dollar exchange cannot be completed in its entirety, it could develop into a diplomatic dispute between Japan and the US, form a special investigation team to solve the case in secret.
