Set in a lawless city during the redevelopment boom of the 1980s ahead of the Seoul Olympics, The story follows Paeng I, the sole survivor of a gold shop incident who is thrust into the criminal underworld after taking possession of the gold. Joining forces with members of a marginal organization, he becomes entangled in a dangerous drug operation.
