Set in a remote Chinese county town in the early 1980s, the film tells the story of the newly appointed County Committee secretary Qin Yu Min, who discovers that the beggar Li Rong Cai was framed for embezzlement after reporting the village Party secretary Jia Ren Gui. After twenty years of petitioning, Li's family is destroyed. Through investigation, Qin reverses the unjust case for him and ultimately deals with the lawbreaker Jia Ren Gui.
