This is my theory about the 'Haiya massacre case'.

In the trailers, they mentioned the 'Jifeng Pill', which seemingly caused people to turn into crazed beings. Bei Hai, a disciple of the Poison Valley, may have created this pill under Wu Lie's orders to heighten the military prowess of the Cangfeng army. However, things went downhill when they tested on the soldiers. It seems that to prevent the infected from reaching further inland, to the capital, the massacre had to take place. Their greed dragged the Haiya people into this tragedy. Bei Ming and his older brother were entrusted to Zhong Yun Chi (Xue Man's father) like that. Like others have mentioned, Bei Kun, the brother, is most likely the main culprit, Yesha. 

I have just checked Bei brothers names and 冥 means deep , dark and underworld. 鲲 symbolizes a giant fish in Chinese mythology. Later , Kun (鲲) turns into 大鹏  (Dapeng) which is a monster bird. I don’t have any idea what they are really meant in mythology since I am not Chinese but I thought that it might be helpful for solving the mystery in drama 😂

I don’t think character names were chosen randomly btw. There must be a reason for it. 

I don't remember seeing Zhonge with two kids, except when Xueman was born.  I guess I'll have to hunt down this trailer.

While I posited in the comments that the Peacock was one of the Haiya orphans, because I thought his dad with his mysterious eyepatch might have been in the Cangfeng army, today the detective band went thru the list of orphans and the officers who adopted them and the Zhuges were not on it.

I skimmed the first episode again, and literally the second thing we see, after the opening shot of the capital city, is the painting allegedly of Haiya Masscare that both leaders of the Constables were working on.  Don't know if the next time we see it if they actually give us a good look at it, but this first time they practically did a subliminal cut of the animal that Chief Fang was painting.  I had to replay it a gazillion times before I could freeze frame on it.  From his later scene I thought it was a tiger, but in this first episode, in the flash cut, you can see it is some mythical looking beast.  A chimera of sorts, with deer or dragon horns, and leopard spots and tiger teeth and who knows what.  Very interesting considering today's reveal of 'monsters.'

I was about to watch the new episode but I realized that there is a monster in intro. Not  similar to the description you gave but it is like a dragon.

Something is off Tong Shuang’s family’s death and Tong Shuang himself.  We just know that they are accused but what about the murderer who killed them ? It was never explained. Tong Shuang who has a bad temper never mentioned about revenge either. I assume that General Zhong and General Huo know Weizhou. They might know the Tong Shuang’s father as well which means Tong Shuang might be also an orphan from Haiya. Maybe General Zhong gave one of the kids to him to raise. 

In today’s episode we learned that Tong Xin (Tong Shuang’s father) was also in Canfeng Army and took and orphan from Haiya named Tong Peng.  Peng also means Kun. And he might be related with Bei Ming and his fam.

I didn't see the trailer about the brothers yet so I won't comment much on this other than to say that this transformation is well known in Chinese mythology. But I do know that in the latest episode that Tong Peng died or disappeared before the fire.

I haven’t watched the new episode yet when I share this info but it is awkward that they mention about Tong family and Tong Peng name when the issue is Haiya and orphans.
