I would also say Japan - yes, for the reasons you both give, but more broadly because of the originality, creativity and uniquely Japanese vibe of JBLs, as well as my admiration for most things Japanese.
I also love Thai BLs for their crowd-pleasing formulas and cute guys. And Korean BLs for their consistently high quality (and cute guys). And although I've seen fewer Taiwanese BLs, most of these have also been pretty darn good (with cute guys). But if you forced me to choose only one that I would be allowed to watch, it would definitely be Japan.
I guess one way of looking at it is that Thailand has created a huge money-making industry and is able to very efficiently crank out large numbers of BLs with its studio system. Japan, as a much richer country, can afford to do art for the sake of art. The countries, of course, also have very different cultures and domestic audiences.

For me it is definitely Thailand. My first BL was either Thai or Taiwanese; I do not remember. While I do tend to enjoy Taiwanese BLs it goes with a doubt that I do give Thai Bls a lot more 10s and I watch a lot more from Thailand. Why that is, I can not give a definitive answer other than I fell in-love with Thai BLs and never looked back. It possibly can be attributed to the fact that when I started watching it was like a whole new world opening for me, one which was not that popular at least where I live. I formed some amazing bonds with these series and I still go back to re-watch certain scenes, so for me these bonds formed the foundation for my BL enthusiasm. From there I branched out in every BL niche I could find. Therefore Thai BLs were the catalyst for my BL odyssey.
I tend to love Filipino BLs for some reason their theme songs always catch my attention.
Korean BLs for me were like a second Thai experience while not as potent I did fall in love the culture and the originality of them. Japanese BLs well, they are my least enjoyed series. For me I think they are very original and creative in plot and writing, however they tend to have the tension between the couple but hold out on the intimacy and that for me makes it seem almost censored. I am a hopeless romantic so I like to see the romance come sizzling through my screen; I guess I am so used to the high level of intimacy from Thai and Taiwanese that I use it to measure other series.
Chinese BLs, wow, I will always say that when it comes on to writing and an original story to hold an audience China is unmatched. It is shame that censorship exists in China because if their writers and actors had the resources and tolerance Thailand and Japan have China would dominate the BL industry.
So this is my long-winded way of saying, Mi love Thai BLs bad bad bad!!

Interesting question that I don't have an answer to, so I looked at my 9 & 10 rated BL's.
South Korea wins hands down, followed by Taiwan.
I gave the most 8's to Thailand. I would have sworn my top country would be Japan, but not according to facts. :-)
