I saw this clip on my Twitter/ X for you page and I think it was from a Japanese drama. It was from a Japanese account, but unfortunately my feed refreshed before I could save it. I was able to find out that the original video (in the tweet) was posted in 2023.
What I remember is there was a girl and she was being intimidated by a boy. I think they were either high school or college age. The girl took out some scissors and snipped off some of the boy's hair (his hair was fairly long, down to his shoulders). There was another boy watching from afar and cringing. The first boy got even more annoyed with the girl. There then followed a little comedy bit between the 2 where the girl kept trying to get to her destination (the school?) and the boy kept trying to block her. So she was ducking under his arm and around him and climbing over him and under him.
I know it's not Hana Yori Dango or Love for Beginners.
Edit to add: I managed to go back through my browser history but the original tweet had been deleted. However, from the quotes I gather it was something starring Kento Nakajima. And it wasn't released in the 2020s but sometime in the 2010s.
