Capitol related people are not ranked by definition so we never know on which level they are, only by the characters guessing. State P is acctualy one of the most powerfull characters, at least till episode 23.

thank you so much for this details...call it impatience or curiosity, over last weekend i managed to watch season 1 &2 of the anime, which was really good..and then started reading the novel too...everything you've said here is accurate...the live show is following the anime mostly....but both anime and novel are worth watching/reading.
