Submission Database

I have a possible suggestion if it isn't already on the Admins' ever growing list...

How about having a submission database where all the pending submissions are listed and visible to everyone so we can see what has been submitted and what has not... This will avoid submissions of titles that already has a pending submission and also if we are safe to add one...
