Return votes after implementing a suggestion

I'm not sure but I think this could be a bug? 

Anyway, when a suggestion gets implemented or closed because it's a duplicate - the votes should be automatically returned to the users. However, right now the votes just become frozen and we have to wait weeks to get more votes.

I reported this as a bug a while back and Ji-N did a work around to just increase the users' # votes over time instead. I'm not sure if he is planning to change it eventually or not.
