Phoebe Chow is a Hongkonger actress and model. She attended the Christian Gospel Evangelistic Society Deep Bay Secondary School. Shortly after graduating from Form 5, due to her proficiency in four languages, she caught the attention of "Hkmodelhouse Models Management Ltd" and signed a contract to become one of their models.

In 2011, she sacrificed her interest in beauty to pursue a career, studying business administration at a tertiary institution. Under the stage name "Ice," she joined the modeling group "Donut". The following year, facing unstable income and societal opposition to the modeling industry, she left the entertainment industry, choosing to work as an ordinary clerk. However, after three months, her passion for performing arts persisted. Encouraged by her family, she decided to audition for the 26th intake of the TVB Artist Training Class, ultimately becoming a contracted artist under TVB.

On December 31, 2019, she unexpectedly announced on Instagram that she had ended her contract with TVB due to contractual issues.

Chow met Ho Kwong Pui at the TVB Artist Training Class in 2012, and the two were in a relationship until they parted ways in 2017. Afterward, she entered into a relationship with a non-entertainment industry boyfriend and got married on September 8, 2022.
