Upon graduating from university in 1982, he joined Namco. He was assigned to the development department and worked as a programmer on arcade game development. He worked at the company for about four years. In 1984, while at Namco, he made his debut with the novella "Contact Game" (which also won the SF Fanzine Award for Creative Division) in Tokuma Shoten's "SF Adventure" magazine. In the 1980s, he mainly contributed short stories to the same magazine. Additionally, while at Namco, he wrote several short SF stories for "NG", a magazine published by the same company, and later worked on the novelization of "Militia", which Namco released for the Super Famicom.
"Oba Waku" is a pen name derived from "Overwork," meaning working excessively.
Apart from novelizations, Oba's works have few full-length novels. Short stories are his main focus.
