Joe Chou is a Taiwanese composer, currently serving as the music director of Hwa Ya International Music Co., Ltd.

Born in Penghu, Taiwan, Chou taught himself to play the guitar from a young age. In 1981, he moved to Taipei, where he encountered MIDI equipment shortly after its invention at a friend's house, sparking great interest. In 1987, he joined the sales team at Gongxue She, selling YAMAHA MIDI instruments, and was selected as the best salesperson in 1989. In the evenings, he played electric bass at piano bars. In 1992, he moved to Lida Digital Audio Technology Co., Ltd., where he began his professional career in advertising music production.
