He became a fan of Tezuka Osamu during elementary school and aspired to become a manga artist. He graduated from the First Faculty of Law at Waseda University. During his time there, he was a member of the Manga Research Society.
In 1970, he joined Matsushita Electric Industrial Co., Ltd. and worked in the advertising department for three years. However, Hirokane, who judged "enjoyment" as the criterion for his life at the time, decided that being a company employee was not for them and pursued a career in drawing manga instead. He retired to become a manga artist. At that time, there were still few manga artists with experience as salaried workers at major companies, making him a pioneer in this regard. In 1974, he debuted with "Kazekuru" in Big Comic (Shogakukan).
Utilizing his experience as a salaryman, he depicts the lives and struggles of various adults living in contemporary society in his works.
He is known to be a wine enthusiast and has authored multiple introductory books on wine. Additionally, he often designs wine bottle labels and etiquettes.
He serves as a council member of the Matsushita Political Economy School and as a special lecturer at Yamaguchi College of Arts and Design.
In April 2007, he was selected as a member of the Cabinet Office's "Beautiful Country Building" Project Planning Conference (dissolved in September due to the resignation of the Abe Cabinet).
His wife, Shibakomo Fumi, is a former assistant and manga artist. They have a son and a daughter, with their eldest son being the manga artist Nishikura Shinku.
