Born in Taiwan, he moved to Ogaki, Gifu, and grew up in Okinawa from age four until his fourth year of junior high school. He attended Okinawa Prefectural Second Junior High School, then Urawa High School. He enrolled in the French Literature Department at the University of Tokyo but did not complete his studies. In 1949, he graduated from the Haiyuza Training Institute's second class, and in 1953, co-founded the "Shinjinkai" (Newcomers' Association).
In 1960, Hayano helped establish the "Haikyu Small Theater."
He was hospitalized for kidney issues in 1982 and passed away from chronic renal failure and cirrhosis on February 20, 1983, at Saiseikai Central Hospital.
