Chang Jung Chi is a Taiwanese director born in Taipei, Taiwan. He graduated from Fu-Hsing Trade & Arts School (復興美工), the Department of Visual Communication at Kun Shan University (崑山科技大學), and the Graduate Institute of Applied Media Arts at National Taiwan University of Arts (國立臺灣藝術大學).

In 2001, he directed his first documentary short, The Pier (碼頭). His first narrative short film, When the Sun Goes Down (天黑), was released in 2008, and in 2012, he directed his first feature film, Touch of the Light (逆光飛翔).

He is married and has one daughter.
