Seiji Chiba is a Japanese film director, film producer, and script writer from Yokohama City, Kanagawa Prefecture.

After graduating from Faculty of Literature, Chuo University, he got a job at Seiyu where he learnt the basics of movies in the film department. He retired in 1990 and studied abroad in the USA. At Los Angeles City College he acquired production skills such as director, screenwriter, and editorial in general. After returning to the country, he has been independent.
