He left Aiko Junior High School but later graduated from Komazawa University. During university, he pursued comedy and formed the duo "Conto B-Grade Stakes" with Hono Masakari.
In 1982, Sugisaku debuted as a manga artist with "Girl Hunter," a vending machine book.
Encouraged by TV writer Masahito Hori, he briefly entered the music scene as "L.L. COOL Jitaro," releasing a mini-album. He retired from this persona in November 2006.
Sugisaku is also known for his work as a pro wrestling commentator.
In 2003, he founded Otoko no Hakaba Production, his own film production company. From 2005, he started his career as a director and screenwriter.
On March 1, 2011, he opened an animation studio under Otoko no Hakaba Production in Matsuyama, Ehime, Japan.
In 2020, the company was renamed to Okami no Hakaba Production.
