Born in Yamada Town, Kofu City, Yamanashi Prefecture. The eldest son of Wakao Kinzo (the same grave), an adopted child of the Wakao Zaibatsu and a banker. Relatives are Shohachi Wakao (11-1-10). The wife of architect Kisho Kurokawa and actress Ayako Wakao is her niece.
 Graduated from Keio University Faculty of Law. 1950 (S25) Debuted as a scriptwriter for "Sequel Bad Girl" distributed by Toyoko. Since then, starting with Toyoko, he has written for many films such as Toei, Daiei, Shochiku, Tokyo Eiga, Takarazuka Revue, Toho, and Nikkatsu. In charge of the script for "Miyamoto Musashi" (Toho), which was originally written by Eiji Yoshikawa (20-1-51-5) and directed by Hiroshi Inagaki. This work won the Academy Award for Best Foreign Language Film (then Honorary Award) the following year. At this time, it was Toshiro Mifune who played Miyamoto Musashi. Rentaro Mikuni played the role of Musashi's childhood friend Matahachi, and Kaoru Yachigusa also played the role of Otsu. He wrote all the scripts for the Miyamoto Musashi trilogy, including "Miyamoto Musashi", "Continued Miyamoto Musashi Ichijoji Battle" (1955), and "Miyamoto Musashi Complete Edition Battle Iwaryushima" (1956).  Other representative works are "A Night to Remember" (1951), "Snowy Night Battle" (1954), "Anmitsuhime Witchcraft Competition" (1954), "Oedo Seisei Soroku" (1955). , "Engagement Ring" (1956) (Shintaro Ishihara and Screenplay), "Yagyu Martial Arts Book Ssangyong Hidden Sword" (1958), "Arashi O yobu Gakudan" (1960), "A Night to Remember" (1962) and many more. The last work was "Sakura-no-Yoshi Brothers" (1969), which was distributed by the New Century movie, and was involved in the screenplay of 74 films throughout his life.
