He made his directorial debut in 1993 with the serial drama "Chance!" (チャンス!) and his film directorial debut in 1995 with "Shiratori Reiko de Gozaimasu!" (白鳥麗子でございます!).
In the late 2000s, Ogura shifted his focus to producing and retired from drama direction. He left Kyodo Television in 2015 and became a professor in the Information Expression Department at Shobi University (尚美学園大学) in 2016, retiring in 2020. He is currently a freelance director.
