Chin Shih Chieh is a Taiwanese screenwriter, actor, and director from Donggang, Pingtung, Taiwan. He graduated from the Animal Husbandry Department of Pingtung Agricultural College (屏東農專). After graduation, he moved to Taipei to pursue his interest in theater and became involved in the "small theater movement." He later founded the Lanling Theatre Troupe (蘭陵劇坊) and taught at the National Academy of the Arts (國立藝術學院).

In 1997, Chin began a relationship with actress Ye Wen (葉雯) after their collaboration in the stage play "You, Me, and Love" (你和我和愛情之間). Ye Wen passed away in 2006. Chin married his student from the Taipei National University of the Arts (國立臺北藝術大學), Tu Gu Ping (涂谷苹), on March 14, 2009. They have twin children, a son and a daughter.

Chin's cousin, Jin Shi Hui (金士會), is a playwright and stage actress.
