And it already becomes obvious that he begins to fall in love with Thi. He also constantly wants to touch Thi (straightening Thi's hair(all the time), or wiping a “tear” during a fight, or touching his nose on a stage with a roof).

We weren't shown the process, but the next scene after the fight... Thi and the rest of Noey's family were in the hospital all night. Because they came home in the same clothes, and they came in the morning. So, apparently, after the fight, they immediately goes to the hospital. As for called the police, I don't know why they didn't call. But I'm guessing Mom wouldn't want Noey to be registered with the police.
