I think its easy , Peem loves sea, waves, water etc. And the red 🌹 reminds him of Phum, their first "nice and romantic" encounter. He decided to paint flowers in a place he loves the most. Its Peem's imagination and his vision of love to Phum. Just my humble opinion.
