Punish for what? Is he selling it? He needs help to recover from this addiction. He needs support of people and his fans. I do not know the actor well, but worst now is to judge and blame him. We live now in a very stressful society, especially during and after corona. Many people felt into depression and sadly easiest "help" they choose is antidepressants or drugs.
South Korea should not make a scape goat out of him, but support and help the man.
For example Robert Downey jr was an addict in his early career ages. Got the help, and how many great movies did after.
Addiction is a disease that needs cure and help
