I think it's because he's the main character, and the author/writer describes everything he does in the novel, which means we as readers can also imagine the situations that happen. In this case, in the original storyline of the novel, Suoh and Dami meet at the volunteer camp or whatever it is, while Jebi never exists in that scene. That's why when Jebi appears, Suoh can't recognize her. He just sees a stranger because in the novel, he never meets Jebi there. So that makes sense.
