So the Emperor is ill, and Song Mo killed the prince(?) believing that he and the Emperor were responsible for his father. But then who is the new to-be Emperor that Song Mo wanted to meet? How is Dou Zhaos husband related to the royal family?

I think it's just a modern way of translating, I doubt it's what she actually said; but 'acting the goat' means behaving in a silly way.
