You confused yourself with these expectations, this its own drama, The focus is Takumi. The backstory is that his father was once scammed too, and the plot is that he's unknowingly working his father's scammer. The rest of the story is simply showcasing the sophistication of land scamming.

I bet you expected a tussle with detectives, but the story wanted to focus on land scamming and Takumi's past.
