The signs literally showed that minion had killed and maybe they thought that the bully was just supporting him because of that shoe thing and even the biting mark on minion's hand....and they thought that kyun jun would be a citizen or else why would he force woo ram to reveal he is mafia if the bully was mafia himself then.

that's true they should have discussed it rationally but their were already 2 mafias present with them with the intention of killing citizens as much as possible so maybe they influenced them.
