Is this drama supposed to be not romance focus or something? It now looks like those investigation thrillers where romance is a side plot. Not just kiss, we don't even get much OTP moments together.

Not good in general. But I finished it by fast-forwarding a lot of scenes. They were the couple I enjoyed in that drama. They didn't have much scenes.
