If you're referring to Key to the Phoenix Heart, he's the first billing and signed first. It's not his fault he has no control over who the female lead is. Once an actor signs a contract, it's hard for them to back out.

Please understand from the actors point of view that their career can be tarnished if they back out of a contract. In addition the drama doesn't have intimate scenes and everything is kept PG.
