The group is not underutilized. Just go back to ep 1. You'll see how the group worked as avengers in support of Dongju. They're after ONE bad man who controls Insunh with blood money. The plot is meant for a Good Boy after a Bad Man. It would be interesting to see a Good Boy Part 2 where the group gets to tackle different kinds of cases to keep Insung City drug free. That is, assuming Minjeong the drug lord gets killed in ep 16. I agree tho. The whole plot is nerve wrEcking.
