It's definitely just Pio hallucinations. It makes sense since his mental state at that point was totally helpless. Late practices, not eating, really affects his health. + Pi-o himself also mentioned that he might be hallucinating while venting to jeonyo that time.If it were an actual person, there could honestly be no guesses on who it is because it will probably have little to no meaning to the current plot at all. For the music note, it makes more sense that it wasn't there because there could be a chance Jeongyo spotted it too, but he didn't. it makes more sense on how desperate jeongyo was trying to get Pio out of the water, because Pio was actually losing his mind and was chasing nothing. there's my theory!!
