China's got many different dialects/tonal variations so it's possible that a lot of the actors/actresses they hire may sound different and it'll be jarring to watch/listen so I guess it's easier to dub them to "standardize" the dialogue.
That and it's probably cheaper to do voice overs instead of spending so much on sound equipment. There's other things too, I bet. Like, if schedules are tight, it's easier for a VA to fill in and move on with filming or there'll be a lot of background noise or sound effects to be put in, it's easier to get that done with dubbing.
