Not just different voice actors for the same actor in different dramas, also the same voice actor for different characters in the same series! Don't know how hard they tried to make their voice sound different, but it's easy to pick. (That was in 蘭陵王 https://kisskh.at/4033-prince-of-lan-ling)
The rationale of dubbing to erase differences in accent just seems so ... unrelatable ... to me. In English film and television actors speak with different accents and that is fine because that just reflects the real life diversity of people who speak English. If a particular accent is required for a role then the actor learns to speak with that accent.
I don't really believe that dealing with background noise is more difficult in China than it is in other parts of the world. There is no dubbing in Taiwan dramas, or Korean dramas. Personally I hate the unnatural studio sound of dubbed voices, instead of having the sound of voices naturally change with the environment.
I know that all of the reasons you have given are the true reasons why dubbing is used, but to me they mainly indicate laziness.
