the new king was shown to be completely relying on ywy so no he is definitely not a capable ruler. anyone can be a capable ruler in ideal circumstances. as for flx and fxy, they do want to roam and if HC does ascend the throne without ywy, they will submit to the emperor and roam the martial world together because it really doesnt seem like fxy wants to be empress but more like smth shes doing out of necessity.
and i dont think hc will be a bad ruler, quite opposite actually. he is ruthless to his enemies but respects those who are good and talented. he doesnt wish to kill innocents and is actually actively trying not to but he is cold blooded like an emperor who wants to secure his place. you cant judge an emperor by modern morals.
