Where I am from, 18 is considered an adult, but because they are an "adult within the teens years" (18 and 19 specifically), it is considered kinda weird for an older adult to show romantic affection towards them. It is more so to do with maturity levels, acting as an adult (18 is considered early transition of adulthood where one struggles with different responsibilities), and cognitive function of the brain as a whole.
Although it is technically legal, because there is a huge difference in maturity, it has become a topic of debate -especially since no one really knows how intimate Ai Mi and Hou Ming Hao are going to be in the show.
