great question. it generally means romance centric dramas that take time to develop love story between the leads to the point they are actually dating.
some stories join the leads as an officially dating couple early or in the middle half of the series and then develop their conflicts, so for romance stories like this, they usually do not get together until at the later end of the second half of the show after showing solid growth as friends instead of lovers.
yes i just came up with that idea because of Doctor Prisoner. a really outstanding 16 episode modern revenge drama, i highly recommend :)
