He didn't want Hwal turning SU back to bulgasal, he wanted Hwal to kill SU. By killing SU, the soul gets destroyed and EL also gets his HEA (lol) with Hwal who will remain as bulgasal. EL saw Hwal as his bulgasal companion and he thought that after what SU did in the past Hwal would be on his side, that he would abandon his desire to avenge his family once he got his memory back. He held out for Hwal until towards the end when he realized Hwal had failed to fulfill his own hopes/expectations for them and decided he would just kill everyone including SU to get everything over with. That is why in the series' timeline he told SU that if he couldn't have Hwal kill her there he would just kill SU himself and wait for her again to be reincarnated in her next life (although I'm not sure if the last reincarnation rule also applies to SU similar to her twin--this was her 7th/8th iirc).
Anyway, What EL couldn't do is 1) hurt her without getting affected too, and 2) kill her himself to cure the dark hole. That's why he kept saying it needed to be Hwal. After killing her so many times he must have realized by then that it needed to be someone else.
In order to cure the dark hole, my theory is that the soul needs to be expunged so that the bulgasal would truly have no soul (EL is still tied to his soul because of what Hwal did). EL didn't become bulgasal in the same manner Hwal did.

SU died with EL's soul, not Hwal's. That's what tied SU and EL together. It was never confirmed but my theory is that the reason he couldn't kill SU is because it's his soul that's in SU and he just thought it was a curse placed on him by SU's sister. It was never revealed how SU's sister did it because there was never a curse to begin with.
A lot of things went unanswered in the finale but here is my theory to explain EL's obsession with finding and killing SU despite the fact that neither had much interaction in the past and also SU's fear of EL and why she keeps running away from him in her every reincarnation:

This is also probably why baby human Hwal was "the child that carries the curse of the Bulgasal". Anyway, EL killed Hwal's family because in Hwal's past life he HATED these people who were now his family ("I did it all for you"), in his mind he was doing Hwal a favor. About the promise of turning Hwal back to a bulgasal I don't know about that though, no flashback showed this had happened. EL didn't get obsessed with SU until SU died with his soul. EL thought that by killing her this would cure his dark hole, but it's possible that the reason he couldn't kill SU is because it's his soul that's in SU and he just thought it was a curse placed on him by SU's sister or something.
Can someone explain why the part where the bus collides with the oil tank has been missing in the past several loops? It’s as if they just completely removed it from the story, not sure if it is an oversight on the writers’ part but midway through this series they stopped showing the leads assisting the driver in avoiding the motorist and the bus would always just explode on the bridge at 13:45.
