There's a whole royal plot with the current Emperor. The Emperor is a traitor and in league with the other side. Hence he did nothing and is trying to take military power away from everyone to point of murdering them. The only reason the ML gets to carry on is because it would look bad in front of the counsellors if he out and out pulled military support. The Emperor doesn't know actually who ML is. His councilor knows and his adopted parents know. They are trying to protect him.
