Weol-ju says that when kangbae enters the bar in the last scene. Also what they wanted to show in scammer scene was "Weol-ju is fine and doing her job" and then explain what happened and how she got the bar back. So in essence, the "Yeomra-Daewang pronouncing the verdict and telling Weol-ju she succeeded" scene was a flashback explaination of how she was saved.

No idea on why Kangbae didn't use his powers.Gwi's contractual punishment might have been changed to serve in the bar indefinitely with weol-ju ("just a theory" but weol-jo did say that heaven is easily moved by actions and btw all his action were "noble").As for how he came back might be coz heaven /hell have the fate of spirits in their hands so he might just have gone to afterlife after being "stabbed" (as weol-ju mentions him changing taste while in afterlife).Fall from stairs wasn't end for someone, they were just plunged into eternal darkness. So that was where Weol-ju ended up. And on Samshin's daily petitions to find her, teams were sent to do so, and it was Chief Gwi who found her.Her last scene was just her into those scammers's dreams, doing her job, helping people.Hope it helps ☺
