If the drama will be aired on CCTV, shouldn't they tell us the airing date ahead of time? I can understand if the online platform just suddenly release the drama out of nowhere. But if a TV channel does that, then it's kind of odd. Or does Chinese TV station work that way...

Viki already licensed the drama. So you can check on Viki to see if it's licensed in your region.
It's because the drama doesn't come out in China yet. Once the drama is released in China, Viki will do English sub for the episodes.
