I'm saying exactly the contrary, that he is not arrogant despite being the emperor. you all probably have never seen how royals act in public, with detachment/aloofness , doesn't mean they are either cold or arrogant. Same for Lee Gon. He is a benevolent leader, the show says it and show it, is well loved and everyone is surprised when he orders the beheading, the uncle explicitly says "I thought he was a benevolent monarch". Firmness in action towards his enemies is not arrogance. as for the tsundere: it's established in episode 1, when the character is presented, that he doesn't act cold towards the people close to him, from the captain, to lady noh, to the uncle who raised him, to his secretary. He is not cold towards the kids he read the book for, and even in the republic, he become fast friend with Jo EunSup ,JTE's father, Na-Ri when JTE still treat him like shit? we really have seen two different show....
