It seems to be dragging, yes. But if you actually watch further up to Ep 13 now, there's some kind of reason why they're looping those scenes (before opening credit). It's for a plot development. The real filler was the "previously on" because we remember it just like how it aired last night (pity those who'll binge this soon).
