Because Jo Woon is pressuring him to confess. And c'mon that scene is so awesome, the sound of Jo Woon's footsteps then slowly revealing him and even the shadow figure of Dongshik at the rooftop (?) plus the music.

I don't see it as a mess. I love the idea of revealing the killer much early unlike other drama. Now we know the killer. Then next episode the reasons why he killed a lot of women. But there are more episodes coming up and I don't know what will happen next.

He's just being careful because he doesn't want any of his friends be accused wrongfully just like what happened to him so he make sure to have solid evidence before capturing Jin Mook. Actually, he was laying evidences for Jo Woon to investigate but all he can see is Dongsik as the culprit as if he's the only person capable of killing someone. He's so annoying.
