It's either that, or he really wants to make Kujo suffer but did not succeed in the previous timeline. Your theory is true if Sagara knew that one of the students is the killer (Popular theory is Okudaira Daiken's character or the first wave of student who got revealed alongside Matsuoka Mayu).
